Throughout this week, a number of AANR volunteers joined me in the nation’s capitol to celebrate the American Recreation Coalition’s Great Outdoors Week, make visits to Congress, and strategically planning in government affairs.

Remember the incident several months ago involving the Federal Communications Commission’s levying a 1.4 million dollar fine against ABC television over the airing of a woman’s buttocks as she prepares to shower during an episode of NYPD Blue and AANR’s promise to help do something about it?

House Bill 3539 by Rep. Pickering was among the first pieces of legislation that your team discussed with lawmakers. HB 3539 would empower the FCC to levy fines in future cases over a single objectionable image or word, rather than requiring a sequence, as is at least the case now.

We’re delighted to report from feedback that the bill drew condemnation from virtually every office we talked with.and that included a lot of offices.

Between 30 and 40 scheduled appointments between lawmakers and/or senior staff took place. Another 200 “drop in” visits in which an envelope of material, as well as a brief discussion with staff, took place. When one considers that there are only 535 members of Congress (100 senators and 435 representatives), nearly half the U.S. Congress received one or more visits from an AANR member. WOW!!!

Another bill which, if passed, empowers private citizens to bring civil lawsuits against anyone who produces material deemed “harmful to minors” if they claim their child was somehow harmed by viewing such harmful material made our list of topics. It has the potential to bankrupt anyone who produces a publication to which another objects. Fortunately, we also received multiple assurances that Congress has much more pressing matters and more than a few lawmakers and staff took umbrage with this intrusion on personal liberty.

In addition to the legislative side of government, AANR conducted meetings with several agency officials. And the AANR contingent attended Great Outdoors events where even more contacts with agencies took place.

Member dues and the support of our clubs make it possible to petition government in such powerful ways. A complete story about the things accomplished during the week will appear in your August issue of The Bulletin.

Retired U.S. Army General Tommy Franks can be counted among the 54 million plus Americans who have been skinny-dipping. In fact, his experiences were among the most memorable in his life.

Franks, who served as the General of the Army in charge of the Iraq and Afghanistan theater of operations for many months, recently gave a speech to students of Oklahoma Christian University on the price of freedom. According to published reports, Frank’s speech included his personal account of learning about the World Trade Center and other September 11 attacks during a fuel stop on a military flight abroad:

Franks was told to turn on the television and he watched as the second hijacked airliner hit the tower. He shared some of his thoughts at the time.

“I thought about southwest Oklahoma, I thought about running up and down those creek beds when I was a kid,” Franks said. “I thought about going skinny-dipping and getting caught.”

Go Green (and Naked) Television Advertisement Turning Heads

Many of you have contacted our office over the past couple of weeks to let us know about humorous, upbeat commercials you have seen for Planet Green television in which a couple of the subjects appear naked. For those who may not have seen the spot, it features a woman naked in line at the bank talking to another, clothed, patron about the benefit for the environment that could result from people wearing fewer clothes and not turning down their air conditioning so much. For validation of her point, she motions to a bank security guard who wears nothing more than his gun belt.

Great Outdoors Week in Washington, D.C. was a huge success. It was an honor and learning experience to have Mr. B facilitate the Leadership Forum. The team was lead through a process that challenged our traditional thinking while forming consensus. The forum presented an open environment where each team member was able to contribute towards developing a plan for 2009. We are excited about compiling the results, sharing our plans, and presenting new projects at the AANR Convention.

The Washington, D.C. team made a strong presence by visiting over 200 legislative offices, attending several American Recreation Coalition (ARC) events, and meetings with key governmental agencies. Several new Government Affairs Team (GAT) volunteers joined us on Capitol Hill and are now equipped to share their experience with others in their prospective states and regions. This could not have been achieved without the perseverance of the following individuals:

If the weather holds and gas doesn’t get any crazier, we could have a fine cleanup.” And Bill always adds “Think Sun!” Stay tuned!

Gen. Franks in the “Ranks” of Esteemed Skinny-Dippers

Throughout this week, a number of AANR volunteers joined me in the nation’s capitol to celebrate the American Recreation Coalition’s Great Outdoors Week, make visits to Congress, and strategically planning in government affairs.

Remember the incident several months ago involving the Federal Communications Commission’s levying a 1.4 million dollar fine against ABC television over the airing of a woman’s buttocks as she prepares to shower during an episode of NYPD Blue and AANR’s promise to help do something about it?

House Bill 3539 by Rep. Pickering was among the first pieces of legislation that your team discussed with lawmakers. HB 3539 would empower the FCC to levy fines in future cases over a single objectionable image or word, rather than requiring a sequence, as is at least the case now.

We’re delighted to report from feedback that the bill drew condemnation from virtually every office we talked with.and that included a lot of offices.

Between 30 and 40 scheduled appointments between lawmakers and/or senior staff took place. Another 200 “drop in” visits in which an envelope of material, as well as a brief discussion with staff, took place. When one considers that there are only 535 members of Congress (100 senators and 435 representatives), nearly half the U.S. Congress received one or more visits from an AANR member. WOW!!!

Another bill which, if passed, empowers private citizens to bring civil lawsuits against anyone who produces material deemed “harmful to minors” if they claim their child was somehow harmed by viewing such harmful material made our list of topics. It has the potential to bankrupt anyone who produces a publication to which another objects. Fortunately, we also received multiple assurances that Congress has much more pressing matters and more than a few lawmakers and staff took umbrage with this intrusion on personal liberty.

In addition to the legislative side of government, AANR conducted meetings with several agency officials. And the AANR contingent attended Great Outdoors events where even more contacts with agencies took place.

Member dues and the support of our clubs make it possible to petition government in such powerful ways. A complete story about the things accomplished during the week will appear in your August issue of The Bulletin.

Gen. Franks among the “Ranks” of Esteemed Skinny-Dippers.

Retired U.S. Army General Tommy Franks can be counted among the 54 million plus Americans who have been skinny-dipping. In fact, his experiences were among the most memorable in his life.

Franks, who served as the General of the Army in charge of the Iraq and Afghanistan theater of operations for many months, recently gave a speech to students of Oklahoma Christian University on the price of freedom. According to published reports, Frank’s speech included his personal account of learning about the World Trade Center and other September 11 attacks during a fuel stop on a military flight abroad:

Franks was told to turn on the television and he watched as the second hijacked airliner hit the tower. He shared some of his thoughts at the time.

“I thought about southwest Oklahoma, I thought about running up and down those creek beds when I was a kid,” Franks said. “I thought about going skinny-dipping and getting caught.”

Go Green (and Naked) Television Advertisement Turning Heads

Many of you have contacted our office over the past couple of weeks to let us know about humorous, upbeat commercials you have seen for Planet Green television in which a couple of the subjects appear naked. For those who may not have seen the spot, it features a woman naked in line at the bank talking to another, clothed, patron about the benefit for the environment that could result from people wearing fewer clothes and not turning down their air conditioning so much. For validation of her point, she motions to a bank security guard who wears nothing more than his gun belt.

Great Outdoors Week in Washington, D.C. was a huge success. It was an honor and learning experience to have Mr. B facilitate the Leadership Forum. The team was lead through a process that challenged our traditional thinking while forming consensus. The forum presented an open environment where each team member was able to contribute towards developing a plan for 2009. We are excited about compiling the results, sharing our plans, and presenting new projects at the AANR Convention.

The Washington, D.C. team made a strong presence by visiting over 200 legislative offices, attending several American Recreation Coalition (ARC) events, and meetings with key governmental agencies. Several new Government Affairs Team (GAT) volunteers joined us on Capitol Hill and are now equipped to share their experience with others in their prospective states and regions. This could not have been achieved without the perseverance of the following individuals:

The team has returned home but the work continues. Several team members are attending the 12th Annual Cape Cod Beach Cleanup this Saturday, June 14.  Bill Falconer, Sunchasers Travel Club, reports that, “Over 80 volunteers have pre-registered so far. If the weather holds and gas doesn’t get any crazier, we could have a fine cleanup.” And Bill always adds “Think Sun!” Stay tuned!

I deeply appreciate the cards, prayers, and kind words I have received from so many of you following my father’s death last Friday. They have very much been a blessing to me. On Friday, June 13, I will be traveling to New England to attend dad’s memorial service.

Caliente Suspension

It is possible that you have read one or more news stories noting that the AANR Board of Trustees recently rendered a decision to suspend the charter of Caliente club pending a review of the club’s marketing practices. While this investigation is ongoing, it is not possible to discuss specifics of the Board’s review. In the event that you are contacted by members of your club or media about this matter we ask you to direct inquiries to Carolyn Hawkins or myself at the AANR office at 1-800-TRY-NUDE.

AANR in Washington D.C. Beginning this Weekend

Tomorrow members of AANR’s Government Affairs Team will join me in arriving in the nation’s capital for several days of strategic planning, meeting with agency and congressional officials, and to celebrate Great Outdoors Week with the American Recreation Coalition. We will provide a recap following this annual event.

Kudos to the Surrey Skinny Dippers

A group of nudists and the City of Surrey have fleshed out a contract for the use of the Newton Wave Pool, signifying a stretch of peace on a contentious issue. This week, the parties agreed on a long-term booking arrangement that will allow the group to use the Newton Wave Pool on the second Saturday of every month, beginning July 12.

San Onofre Beach Update – Southern California

San Onofre State Beach, the 1,000 foot stretch of beach along high rocky cliffs in northern San Diego County, California, is in danger of losing its nude beach status. The state plans to crack down on nudity at the San Onofre Trail 6 area, and park rangers have begun warning nude sunbathers that they are in violation of the law and face citations beginning after Labor Day. The beach has been popular with nudists for decades, and over two million people visited San Onofre last year. AANR supported the Naturist Action Committee (NAC) Action Alert posted in May along with the efforts of the Friends of San Onofre Beach (FOSOB) and offered assistance. AANR is engaged in ongoing direct discussion with senior staff at the California Parks and Recreation Department concerning San Onofre Beach. AANR is making positive progress and expects to be able to report on details within a few days. The AANR Government Affairs Team (GAT) appreciates everyone’s support and patience. Desert Sun Resort is donating to the AANR Convention GAT Auction a Six-Night Stay in a Hotel Room, valued at $980. Thank you Desert Sun Resort! We appreciate your support of AANR and our Government Affairs program. Alonzo and I are condo owners and honored to be a part of the revitalization of the Jewel of the Desert.

Many of you know that Desert Shadows Resort, in Palm Springs, closed its doors earlier this year. On April 25, Desert Sun Resort opened on the same beautiful grounds as Desert Shadows once occupied. Desert Sun Resort has new owners that have invested an additional $500,000 in the resort for construction upgrades and remodeling since April 18th. Every hotel and courtyard room has new furniture, 32″ televisions, and brand new Sealy posturepedic pillow top mattresses! One of the most comfortable beds in the hotel market today.

In addition, the restaurant and spa have undergone major reconstruction and are now open for business five days a week (closed Tuesday & Wednesday). Much of the resort has been repainted and the pools and Jacuzzi have been redone. Many of the same friendly staff members are ready to welcome you.

Desert Sun Resort has refurnished hotel rooms, historical courtyard rooms, and private two-story condominiums to rent. The weather in Palm Springs is always warm enough for that “all over” tan. It is one of the few resorts that have three swimming pools, two Jacuzzis, a tennis court, gym, full restaurant, and a spa all on site. AANR Legislative Tracking List

The number of bills we are tracking continues to decrease. Bills in the
states of AK, AL, AZ, CT, FL, GA, HI, IA, IN, KS, KY, MD, ME, MN, MO, MS,
NE, NM, SD, VA, WA and WV have been moved to an Inactive status for one or
more of the reasons:

* Enacted (the bill passed)
* Failed, but left in committee (the session has ended but the bill
could surface again)
* Failed and withdrawn from consideration
* State session has ended for this year

This Week in Session:

Today there are 13 States, DC and US in Regular Session.

DE is in budget hearings until 06/03/2008.

US Senate is in Pro Forma Session until 06/03/2008

There are 5 states in Special Session.

Statistics for This Year:

o 13 states currently have active bills that could impact nude recreation

o 1,903 bills have been reviewed personally by AANR.

o 267 bills have been reviewed in full text by AANR.

o 80 bills are on the Government Affairs “Legislative Tracking List.”

o 62 bills moved to an inactive status.

o Bills are being tracked in the states of: CA, CO, IL, LA, MI, NJ, NY,
OK, PA, RI, SC, TN and WI. Additionally, tracking bills in the US House and
Senate.

AANR encourages our membership to assist in the process of tracking bills
by:

AANR works tirelessly to compile these weekly lists and engage volunteers
and lobbyists as necessary. AANR prefers to work quietly with our
legislators to prevent future laws that could impact nude recreation, but we
are well prepared to engage in other methods of resolution, such as: letter
writing campaigns ONLY when necessary. Always contact the AANR Office
before taking action. This ensures that your actions are aligned with the
strategy underway for any particular bill.

Get Nekkid in Eugene

A local Lane County alternative publication has a good article this week at www.eugeneweekly.com.

It has a simple discussion of the law in Oregon, Eugene and Lane county followed by a “nudity for beginners” section by AANR president John Kinman.

It describes several nudist venues (some with brief driving directions) including: The Willamettans, Cougar (Terwilliger) Hot Springs, McCredie Hot Springs, Rooster Rock, Collins Beach (on Sauvie Island), “Nudie Rock,” and BRING Beach at Glassbar Island.

The article ends by inviting readers to drop Eugene Weekly a comment at blogs.eugeneweekly.com and inform them about other clothing-optional areas in Lane County.
