Manteca has experienced a recent problem with public nudity; in one case a woman was sunbathing nude in plain view of the Boys and Girls Club across the street. AANR and its regions advocate social nudity only in appropriate settings when it will not infringe on the rights of others. AANR was seeking a modification to Ordinance 1274 to exempt any place set apart for social nude recreation.<br>In attendance to speak to the proposal were AANR Government Affairs (GA) Chair Alonzo Stevens and AANR Northern California GA Chair Debra Sue Stevens, accompanied by three AANR members from Manteca (who did not choose to speak), three International Naturists Association members who opposed the ordinance and two Manteca residents who supported the ordinance as written.<br>THE HISTORY: On Friday, September 10, 2004 Laguna del Sol Community Awareness Team (LdS CAT) President Tom Lesch visited with the Manteca Mayor, Chief of Police and Deputy City Clerk. All were receptive to modifying the ordinance per our request. On Monday, September 13, 2004 Tom returned to deliver well-prepared information packets from AANR and the reception was quite different. Emails and letters from outside the city of Manteca had flooded the City Council over the weekend and it was apparent that the goodwill built the previous week had crumbled.<br>LESSONS LEARNED: Additional Manteca AANR members willing to speak in favor of the proposed amendments would have been helpful. AANR does not condone nudity in inappropriate places and wanted to see exclusion to the ordinance for any place set apart for social nude recreation. The weekend emails and some in attendance opposed the ordinance completely, stating that there were already laws on the books to address the situations Manteca police are facing. The Manteca City Council did not differentiate between the two distinct messages, but grouped us all together in their conclusion.
